Using VC++ Read and Edit PDF File and Output Results?

I am sent a pdf file every month that has probably 30K lines in it, and what I really need to see is about 1K or so. It is very hard to compare section to section when there are 50 lines of meaningless junk in between.

I am an experienced VC++, and K&R C programmer, so I probably don't need any help with the specific code writing. I need to find some library or other set of tools that will let me read in a pdf file, delete portions of the stream, and output back into pdf format.

I know that there are a plethora of pdf->rtf stand alone converters, where I can use software to convert the file to rtf, then I could edit, and finally output in pdf. This requires multiple programs, and a lot of human intervention. For reasons that are unimportant here, I need for this to be able to operate as a stand alone executable file. Sort of a Convert for Dummies.

Haven't been able to find any libraries but you can get the PDF file specification from http://www.adobe.com/devnet/pdf/pdf_reference.html
