Help! Technologically challenged. Where can I find FREE help with URL set-up info and HTML code for dummies?

First time setting up a website. I'm a quick learner if someone can just point me in the right direction.

Hopefully by URL set-up you mean domain name registration. Usually the web host handles this so all you have to do is pick a web host.
